Best Practice Summary: Locality CSA Cost Containment

Description of Best Practice: The locality negotiated with CSA vendors to maintain their services rates for FY 2003 at a maximum 2.95% increase from FY 2002 and notified vendors in writing to "hold" rates as low as possible for FY 2004 due to current state and local budget constraints.  The CPMT also authorized the CSA handbook entitled "Strategies for Addressing the CSA Budget for FY 2003 and FY 2004".

What have been the benefits/results of the implementation? CSA vendor costs will not increase above an 2.95% increase in FY 2003. Vendors were requested to "hold" their FY 2004 rates and the FY 2003 level. The strategies for addressing the CSA budget for FY 2003 and FY 2004 provides a guide for the CPMT and FAPT for strategic planning.
