Explanation of Terms
FAPT Description
Provides a reconcilement of ALL youths reviewed by the Family Assessment and Planning Team (FAPT) during the program year (whether or not they received CSA pool funds).
Expenditure and Census Definitions
- Mtd Res (Mandated Youths in a Residential setting) represent pool funds spent on youths
- in an approved residential school educational program for purposes of special education, or
- in foster care (including family foster care), or
- receiving residential foster care services to prevent a future foster care placement.
- Mtd NonRes (Mandated Youths in a Non-Residential Setting) represent pool funds spent on youths
- in an approved private day school educational program for purposes of special education, or
- receiving foster care services to prevent a future foster care placement. These expenditures include payments for in-home services and any connected service associated with the childs care.
- Res/TFC IV-E (Foster Care - IV-E Youths in Residential and Therapeutic Foster Care) represent pool funds spent on youths
- mandated for foster care services,
- residing in a residential facility and/or receiving therapeutic foster care services and
- meets the requirements for IV-E maintenance funding.
CSA related expenditures include payments for any connected service associated with their care with the exception of room and board services (maintenance), and basic medical care, which are paid by DSS using IV-E funding.
- Res/TFC Others (Foster Care - All Others in Residential and Therapeutic Foster Care) represent pool funds spent on youths
- mandated for foster care services,
- placed in a residential facility and/or receiving therapeutic foster care services and includes any connected service associated with their care and
- is not eligible for IV-E maintenance funding
- FamFC IV-E (Family Foster Care - IV-E) represent pool funds spent on youths
- mandated for foster care services and
- meets the requirements for IV-E maintenance funding.
CSA related expenditures include payments for any connected service associated with their care with the exception of room and board services (maintenance), and basic medical care, which are paid by DSS using IV-E funding.
- FamFC Maint (Family Foster Care - Maintenance Payments)This category should be used only for foster care youths who are only receiving foster care maintenance payments(no additional services) and the child does not meet the requirements for IV-E funding. The definition of foster care maintenance payments used by DSS for federal Title IV-E is used.
- FamFC Other (Family Foster Care - Other Service Payments) represent CSA related expenditures for foster care maintenance payments AND services provided that are not included in the foster care maintenance payment, such as day care, and supplemental payments to foster parents relating to "difficulty of care".
- FCP Res (Foster Care Prevention - Residential Facilities) represent pool fund expenditures for residential services for youths for whom foster care services are being provided to prevent a future foster care placement. These expenditures include payments for outside of home residential services and any connected service associated with their care.
- SpEd Res (Residential Special Education) represent pool fund costs associated with youths receiving services for purposes of special education in an approved residential school educational program including any connected service associated with their care.
- FCP NonRes (Foster Care Prevention - Non-Residential)represent pool funds spent on youths for whom foster care services are being provided to prevent a future foster care placement. These expenditures include payments for in-home services and any connected service associated with the childs care.
- SpEd PvtDay (Special Education - Private Day Facilities)represent costs associated with youths receiving services for purposes of special education and related services in an approved private day school educational program.
- SpEd OtherDay (Special Education - Other Day Services) represent costs associated with youths receiving special education services in a public school that the FAPT has identified as necessary to prevent a more expensive and restrictive education placement.
- NonMtd Res (Non-Mandated Residential) represent costs associated with youths receiving non-mandated services in a residential facility
- NonMtd NonRes (Non-Mandated Non-Residential) represent costs associated with youths receiving non-mandated services in a non-residential setting.
- Unduplicated Census is the number of youth served with CSA pool funds.
Expenditure Recoveries
- Payment to the pool from individual CSA eligible client accounts including special welfare accounts, parental support payments, Social Security, SSI, Veterans Administration benefits, client trusts, and other funds collected for specific CSA eligible youths; and
- Vendor refunds, cancellations, and other adjustments.
Other Terms
- Average Unit Cost is the average cost per youth served. This is calculated by taking the locality's total CSA expenditures and dividing it by the number of CSA youth served in that locality.
- Cost per Capita is the average cost per resident. This is calculated by taking the locality's total CSA expenditures and dividing it by the number of people living in that locality.
